Op Samudra Setu Phase 2 - INS Jalashwa brings home 588 ndians from Maldives

INS Jalashwa, deployed for Op Samudra Setu, entered Kochi harbour today morning concluding her second voyage to bring back Indians from Male, Maldives. The ship disembarked 588 Indian citizens including 70 women (06 expectant mothers) and 21 children at Cochin Port Trust. INS Jalashwa had embarked Indian citizens at Male on 15 May 20 as part of the Indian Government's national efforts to facilitate return of Indian citizens from foreign shores.

Government implements Shekatkar Committee recommendations related to creating border infrastructure.

Government has accepted and implemented important recommendations of Committee of Experts (CoE) under the Chairmanship of Lt General D B Shekatkar (Retd) relating to border Infrastructure. These were related to speeding up road construction, leading to socio economic development in the border areas. On the matter related to creating border infrastructure, the Government has implemented recommendation of CoE to outsource road construction work beyond optimal capacity of Border Roads Organisation (BRO). It has been made mandatory to adopt Engineering Procurement Contract (EPC) mode for execution of all works costing more than Rs 100 crore.

The other recommendation relating to introduction of modern construction plants, equipment and machinery has been implemented by delegating enhanced procurement powers from Rs 7.5 crore to Rs 100 crore to BRO, for domestic and foreign procurements. Border Roads has recently inducted Hot-Mix Plant 20/30 TPH for speedier laying of roads, remote operated hydraulic Rock Drills DC-400 R for hard rock cutting, a range of F-90 series of self-propelled snow-cutters/blowers for speedier snow clearance. New Technology like blasting technology for precision blasting, use of Geo-Textiles for soil stabilisation, cementitious base for pavements, plastic coated aggregates for surfacing, is also being used to enhance the pace of construction. With the empowerment of field officers through enhanced delegation of financial and administrative powers, there has been significant improvement in faster financial closure of works.

The land acquisition and all statutory clearances like forest and environmental clearance are also made part of approval of Detailed Project Report (DPR). Further, with the adoption of EPC mode of execution, it is mandatory to award work only when 90 per cent of the statutory clearances have been obtained, implementing the recommendation of CoE regarding obtaining prior clearances before the commencement of the project. MoD approves procurement of 26 defence items only from local suppliers to boost ‘Make in India’.

Government has issued Public Procurement (Preference to “Make in India’) Order 2017 vide Department of Industrial Policy and Promotion (DIPP) Notification No.P-45021/2/2017-B.E.-II dated 15.06.2017 (as amended on 29/05/2019) to encourage ‘Make in India’ and to promote manufacturing and production of goods and services in India. Under this order, Department of Defence Production (DDP), Ministry of Defence has so far notified 127 items where purchase preference is given to local suppliers as per PPP-MII 2017. In order to further encourage procurement from local suppliers, 26 items out of 127 already notified, have now been notified under clause 3(a) of the Public Procurement (Preference to Make in India) Order 2017 and henceforth, procuring entities shall procure these items only from local suppliers, irrespective of purchase value, provided that the local suppliers meet the Minimum Local Content (MLC) as prescribed for each item.

Shri Rajnath Singh at the MSMEs E-conclave of SIDM; Exhorts MSME to make India ‘Atma Nirbhar’ in defence technology and products.

Theme of the E-conclave was ‘Business Continuity for MSMEs in Defence & Aerospace Sector’ in which more than 800 Defence MSMEs participated. Raksha Mantri termed MSMEs as the backbone of Indian economy that accelerate GDP growth, earn valuable foreign exchange through exports and provide employment opportunities. Keeping MSMEs strong is one of the priorities of the Government. He said, “There are more than 8,000 MSMEs, tiered partners of many of our organisations - Ordnance factories, DPSUs and service organisations. They contribute more than 20 per cent of the total production of these organisations.” Raksha Mantri assured that the 'Aatma Nirbhar Bharat' campaign, inspired by Prime Minister Shri Narendra Modi will provide many opportunities to Indian industry and will help in restoring millions of jobs. He said, “Prime Minister Shri Narendra Modi has called for being 'vocal for local' in this direction. I would like to say that we have to have our indigenous products, i.e. 'vocal for local', but before that in our own life, 'local' has to be focal. That is, we have to adopt 'swadeshi' products in our life. There is no doubt that MSMEs have a very important role in the goal of indigenous manufacturing, and in the goal of self-reliant India.”

Shri Rajnath Singh mentioned some of the measures announced by Finance Minister Smt Nirmala Sitharaman under ‘Aatma Nirbhar Bharat’ scheme. Collateral free loan of 3 lakh crores for MSMEs - this will be effective in re-establishing about 45 lakh units and saving employment. Subordinate debt provision of Rs 20,000 crore has been announced for two lakh MSMEs, this will help stressed MSMEs. Equity infusion of Rs 50,000 crore will be provided through ‘Mother-Daughter Fund’ for the purpose of benefiting the needy MSMEs. A Rs 10,000 crore 'Fund of Funds' will be set up to help increase the capacity of these units and for marketing.

The definition of MSME has been revised, so that MSMEs can be expanded. At the same time there will be no distinction between manufacturing and services sector MSMEs. In government contracts (procurements) of value Rs 200 crores or less, global tenders will not be allowed. This will help MSMEs to grow their business. In the event of being unable to participate in trade fairs due to COVID-19, e-market linkages will be ensured. Government and PSUs will also ensure the clearance of all outstanding payments in the next 45 days.

Secretary (Defence Production) Shri Raj Kumar in his address highlighted the measures taken to alleviate the hardships faced by defence manufacturing industry due to COVID-19. He said the DPSUs have been asked to clear payments of MSMEs, and also announced that their production targets have not been scaled down. Citing the reforms recently announced by the Finance Minister, he said these measures will help realise the target of achieving a USD 25 billion defence production by 2025.

Cyclone Amphan: IAF continues to be on High State of Preparedness for undertaking Relief Operations.

The Indian Air Force (IAF) continued to be on a high state of preparedness for undertaking relief operations in the eastern parts of the country. A total of 56 Heavy and Medium Lift assets comprising of 25 fixed-wing aircraft and 31 helicopters were earmarked by the IAF. The aircraft / helicopters were modified with required equipment for undertaking relief operations and are on standby with crew for a quick deployment at various IAF bases. The Crisis Management Cell activated at Air HQ is actively coordinating with the Civil Administration and the NDRF teams.

Two C-130 aircraft airlifted four NDRF teams, two each from Pune and Arakkonam for Kolkata on 21 May 20. Along with these teams, 8.6 tonnes of heavy equipment / machinery required to undertake relief operations by NDRF was also airlifted.

Mission Sagar - INS Kesari at Port Louis Mauritius, Port Antsiranana Madagascar and Port of Moroni Comoros.

As part of Mission Sagar, Indian Naval Ship Kesari entered Port Louis Mauritius on 23 May 2020. The Government of India is providing assistance to friendly foreign countries in dealing with the COVID-19 Pandemic, and towards this Indian Naval Ship Kesari was carrying COVID related essential medicines and a special consignment of Ayurvedic medicines for the people of Mauritius. In addition, a 14-member Specialist Medical Team comprising Indian Navy doctors and paramedics was also embarked onboard this ship, to work alongside their Mauritian counterparts and together render assistance for COIVD-19 related emergencies. The Medical Assistance Team includes among others, a Community Medicine specialist, a pulmonologist and an anesthesiologist.

On 27 May 2020Indian Naval Ship Kesari entered Port Antsiranana, Madagascar. The carried a consignment of COVID related essential medicines for the people of Madagascar. An official ceremony for handing over the medicines from the Government of India to Government of Madagascar was held on 29 May 2020.

INS Kesari entered Port of Moroni in Comoros on 31 May 2020 the ship is carrying a consignment of COVID related essential medicines for the people of Comoro as well as a 14-member specialist medical team comprising Indian Navy doctors and paramedics were also embarked onboard this ship to work alongside their counterparts in Comoros, and together render assistance for Covid-19 and dengue fever.

Raksha Mantri Shri Rajnath Singh speaks with Australian Defence Minister over phone on mitigating COVID-19.

Shri Rajnath Singh on 26th May 2020 held a telephone conversation with Australian Minister of Defence Ms Linda Reynolds. The two Defence Ministers had discussions on their respective responses against the COVID-19 pandemic. The RM informed Ms Linda Reynolds on India’s contribution to international efforts against COVID-19 and discussed areas of mutual cooperation in the global fight against the pandemic. They also agreed that India-Australia Strategic Partnership provides a good basis for both countries to work together along with other countries in this regard to deal with the post COVID-19 related challenges. Both ministers also conveyed their commitment to take forward the initiatives of bilateral defence and security cooperation under the framework of the India-Australia Strategic Partnership.

Army Commanders' Conference.

The Army Commanders' Conference, an apex level biannual event which facilitates conceptual level deliberations culminating in important policy decisions scheduled for April 2020 and postponed due to COVID-19 pandemic is being organised in two phases. First phase of the Conference was conducted at South Block, New Delhi from 27 to 29 May 2020.

Over three days, the Indian Army’s apex leadership deliberated upon various aspects related to existing and developing security challenges. In additions, human resource management issues, studies pertaining to ammunition management, merger of co-located training establishments and merger of Military Training Directorate with HQ Army Training Command were also discussed.

The second phase of the conference scheduled from 24 to 27 June 2020 will include interactive sessions with DMA & DoD, discussions on agenda sponsored by Command Headquarters and deliberations on ongoing studies of logistics and administrative issues. The Raksha Mantri and CDS are also likely to address the conference during this phase.

Tejas FOC aircraft handed over to the IAF.

The Indian Air Force (IAF) on Wednesday inducted Tejas Mk-1 FOC aircraft into the recently resurrected No 18 Sqn, the “Flying Bullets” at Air Force Station Sulur, marking yet another important step towards enhancing the operational capability of the Air Force. The Squadron is the first in the IAF to induct this platform. This is also an important milestone in the country’s indigenous fighter aircraft program and a significant boost to the ‘Make In India’ initiative. Tejas Mk-1 FOC is a single engine, light weight, highly agile, all weather multi role fighter aircraft capable of air-to-air refueling thus making it a truly versatile platform.

Raksha Mantri Shri Rajnath Singh speaks with US Defence Secretary.

Raksha Mantri Shri Rajnath Singh had a telephonic conversation with US Secretary of Defence Dr Mark T Esper on 29th May 2020 at the latter’s request. The two Ministers briefed each other on the respective experience of fighting the COVID-19 pandemic and vowed to continue the excellent bilateral cooperation in this regard. They reviewed progress on various bilateral defence cooperation arrangements and expressed their commitment to further promote our defence partnership. To this end, Raksha Mantri invited Secretary Esper to visit India at the earliest mutual convenience, which the latter accepted with pleasure.Raksha Mantri appreciated Secretary Esper's condolence over lives lost in Eastern India during Cyclone Amphan recently, and briefed him on India’s relief efforts. The two Ministers also exchanged views on regional developments of shared security interest.

New Commander-In-Chief of Andaman & Nicobar Command.

Lieutenant General Manoj Pande, AVSM, VSM, will take over as the15th Commander-in-Chief of the Andaman & Nicobar Command (CINCAN) on 01 Jun 2020". Lieutenant General Podali Shankar Rajeshwar PVSM, AVSM, VSM, ADC, the 14th Commander-in-Chief of the Andaman & Nicobar Command (CINCAN) retired from service on 31st May 2020. He had taken over the appointment on 01 Dec 19.

al-Qaeda and Islamic State are in conflict in the region

Breaking the accord of many years, al-Qaeda and Islamic State (IS) have entered the conflict zone with each other in the Sahel region. Since the beginning of this year, clashes between al-Qaeda and IS terrorists appeared to have turned into a full-combat in Central Mali and Burkina Faso. Some experts believed that territorial expansion could be the main reason behind conflict between al-Qaeda and IS.

Boko Haram terrorists killed 20 people in Borno State.

On 18 May, Boko Haram terrorists attacked a village in Gajigana in Borno State and killed 20 people preparing to break their Ramadan fast after sunset. Due to sudden and intense shooting, people began to flee in all directions.

Niger
Boko Haram attack a military base in Diffa town.

On 18 May, Boko Haram terrorists attacked on the Blabrine military base in Diffa town and killed 12 Niger soldiers and wounded 10 other soldiers. In response to the attack, the security forces killed seven terrorists. The Blabrine military base is some 20 km north-east of Diffa town in the remote south-eastern region near Lake Chad, where the borders of Cameroon, Chad, Niger and Nigeria converge.

Afghanistan
Ten people were killed in two separate attacks.

On 19 May, at least 10 people were killed, and 14 others were injured in two separate terrorist attacks. In first incident, unidentified terrorists attacked on people outside a Mosque where Ramadan night prayers were underway in Korchako village in Sabari district of Khost province. Three people were killed a child was injured in the attack.
In another similar terrorist attack, seven people were killed, and 13 others were injured when unidentified terrorists attacked on people doing night prayers in Khalazai village in Parwan provinces. No terrorist group claimed responsibility of either of the attacks.
According to UNAMA data, more than 500 people were killed, and 760 others were injured in terrorist attacks during January-March 2020.

Taliban would not allow IS to operate in Afghanistan.

On 19 May, Spokesman of Taliban’s political office based in Qatar—Suhail Shaheen has said that Taliban is an independent entity and will not join hands with others to fight Islamic State (IS), nor it would allow IS to operate in Afghanistan. “Based on Doha Accord with the United States (US), Taliban would not allow anyone to use the soil of Afghanistan against anyone; and we [Taliban] would not join hands with anyone”, said Shaheen.

HQN backing plan of al-Qaeda for another 9/11-style attack, said former Afghan NDS Chief.

Through his tweets on 17 May, Rahamatullah Nabil—the former chief of Afghanistan’s intelligence agency National Directorate of Security (NDS) has warned that Pakistan-based terror organisation Haqqani Network (HQN) has been continuously supporting al-Qaeda on conspiracy of another 9/11-style terrorist attack. "If state sponsors of terrorism in the region are not stopped, we will see another 9/11-style attack in future. Al-Qaeda's al-Zawahiri, Abu Muhammad al-Masri and Saif ul-Adel are still planning attacks in the West with the backing of the HQN which is based in Pakistan," tweeted Nabil. Since days of Afghan-war, al-Qaeda and HQN are closely associated with objective of establishing Islamic rule restricted to Afghanistan.

Jammu and Kashmir
Security forces prevented Pulwama-like attack in Kashmir.

The security forces have prevented a Pulwama-style terrorist attack by recovering a car laden with the Improvised Explosive Device (IED) in Pulwama district, on 28 May 2020. The explosive was kept inside a blue drum in the car. During morning hours of 28 May, the bomb disposal squad reached to the location and directed people to move away from the location. Later, the squad exploded the vehicle. On 27 May late night hours, security forces had interrupted a car from Rajpora in Pulwama district. However, the driver who is suspected to be a terrorist of Hizb ul-Mujahideen (HM) had managed to escape after brief gunfight with security forces.

NIA arrested HM terrorist in connection with 2018 Parihar Murder case.

On 19 May, the National Investigation Agency officials have arrested Rustam Ali (56 years-old) terrorist of Hizb ul-Mujahideen (HM) for his involvement in murder of BJP J&K (Jammu and Kashmir) State Secretary—Anil Parihar and his brother Ajeet Parihar in Kishtwar district in 2018. Investigation of the case had unearthed a larger conspiracy of terrorists and Over-Ground Workers (OGWs) of HM, attempting to revive the militancy in Chenab valley, comprises of Doda, Kishtwar, and Ramban districts.

Two BSF Jawans attained Veergati in Srinagar.

On 20 May, unidentified motorbike-borne gunmen shot and wounded two jawans (soldiers) of Border Security Force (BSF) in Pandach area on the periphery of Srinagar. Both jawans were taken to nearby Sher-i-Kashmir Institute of Medical Sciences for treatment but declared dead on arrival at the hospital.

Security forces arrested four LeT terrorists from Budgam.

On 24 May, security forces arrested four terrorists of Lashkar-e-Taiba (LeT) from Budgam district in Jammu and Kashmir (J&K). The terrorists were identified as Waseem Ganie, Farooq Ahmad Dar, Mohammad Yasin, and Azharudin Mir. Police recovered incriminating material, including arms and ammunition from their possession.

Police arrested two HM terrorists from Pulwama.

On 23 May, Jammu and Kashmir (J&K) police arrested two Hizb ul-Mujahideen (HM) terrorists—Sayar Ahmad Shah and Tanseem aka Tanveer Ahmad Sheikh, from Awantipora area of Pulwama district. Incriminating material have been recovered from their possession.

Security forces arrested five LeT terrorists from Budgam.

Acting on credible information, the Jammu and Kashmir (J&K) police along with 53 Rashtriya Rifle (RR) of Indian Army and 153 Battalion of CRPF (Central Reserve Police Force) arrested five terrorists of Lashkar-e-Taiba (LeT) on 16 May, from Badhane area in Budgam district. The arrested terrorists were identified as Zahoor Wani, Younis Mir, Aslam Sheikh, Parvaiz Sheikh, and Rehman Lone. All five terrorists were involved in providing logistic support and shelter to other LeT terrorists.

Security forces killed two HM terrorists in Srinagar.

In a 10-hour-long gun-battle on 19 May, security forces killed two terrorists of Hizb ul-Mujahideen (HM)—Junaid Ashraf Khan, and Tariq Ahmed Sheikh, in Dana Mazaar area in Srinagar. In the gun-battle, five security forces personnel were injured. Soon after the gun-battle ended, people gathered on streets to protest. To maintain the law & order situation, police used force to disperse them which further led to clashes between stone-pelting mob and security forces.

HM’s IED expert killed in CT operation in Doda.

In a counter-terrorism (CT) operation on 17 May, security forces killed Hizb ul-Mujahideen (HM)’s IED (Improvised Explosive Device) expert—Tahir Ahmed Bhat, in Gundana area of Doda district. In a five-hour-long gun-battle, a soldier of 10 Rashtriya Rifle (RR) of the Indian Army attained Veergati (fell in the battle). Tahir was involved in the killing of RSS (Rashtriya Swayamsevak Sangh) member Chanderkant Sharma and his PSO in April 2019. Following the killing of HM’s operational commander—Riyaz Naikoo, the elimination of Tahir Bhat gave a major bolt to the HM terror group.

Security forces killed two HM terrorists in Kulgam.

On 30 May, security forces killed two terrorists of Hizb ul-Mujahideen (HM)—Shakir Ittoo and Parvez Pandit in Wanpora village in Kulgam district. Acting upon the information, the security forces carried out a Cordon And Search Operation (CASO) in the village. Later, terrorists opened fire on security forces from hideout. Both terrorists were killed in the gun-battle.

Maoist deputy commander surrendered in Chhattisgarh.

On 28 May, a Maoist deputy commander of Platoon 24—Pradeep aka Bhima Kunjam has surrendered before State police officials in Dantewada district in Chhattisgarh. Pradeep was involved in ambush against security forces, including 2016 Burkapal attack in which 25 CRPF (Central Reserve Police Force) jawans attained Veergati (fell in the battle). After his surrender, Pradeep expressed his disappointment over the hollow ideologies of Maoists. There was a bounty of ₹ 8 lakh on Pradeep’s head.

Security forces killed two Maoists in Chhattisgarh.

In the morning hours of 23 May, security forces killed two Maoists—Gundadhur, a Local Guerrilla Squad (LGS) commander of Malangir area committee, and Aaytu, a security guard of divisional committee member, in Bastar region of Sukma district in Chhattisgarh.

STF killed a Maoist and arrested six others in Jharkhand.

On 17 May, Jharkhand Special Task Force (STF) killed a People’s Liberation Front of India (PLFI) Maoist and arrested six others in a gun-battle in the jungles near Benduchuan village in Simdega district in Jharkhand. Upon arrest, STF officials recovered huge cache of arms and ammunition, including an AK-47 rifle, four other rifles, a country-made pistol, and large number of live cartridges from their possession.

Maoists killed two policemen in Maharashtra.

On 17 May, two policemen of Crack Quick Response Team (CQRT)—Dhanaji Honmane and Kishore Atram attained Veergati (fell in the battle) in a gun-battle with Maoists during the combing operation in the Koparshi forest of Bhamragad area in Gadchiroli district in Maharashtra.

Accused techie has links with unorganised terrorist groups, says Police to Karnataka High Court.

The Karnataka police has informed the Karnataka High Court that on basis of shreds of information, it is highly likely that arrested software engineer—Mohammed Mujeeb who had posted provocative messages on social media urging people of particular community to spread COVID-19 in public by sneezing and coughing uncovered mouth, has links with unorganised and unknown terrorist groups which will be revealed in further investigation. Considering the various aspects from the case diary maintained by the police, Justice K S Mudagal declined to bail Mujeeb while observing that the “sovereignty, fraternity and integrity of India takes precedence over the fundamental right to protection of personal liberty.”

‘Ghost Squad Hackers’ hacks Telangana govt website to protest Internet shutdown in J&K.

In a protest against the Internet shut down in Jammu and Kashmir (J&K), a hacker group—Ghost Squad Hackers (GSH) hacked into Telangana government’s Rural Development Human Resource Management (RDHRM) website. The site was hacked on 19 March by ‘S1ege’—self-claimed administrator of GSH group. Post-hacking, the group left the message which said that “Hacked by S1ege. Greetz to all #GSHmembers.”, on RDHRM’s homepage. As a modus operandi, an e-mail from the group read that “we [S1ege] discovered a private exploit in the software that the servers were using, allowing us [S1ege] to gain remote access to them. There were some egress filters, but we [S1ege] managed to bypass the firewall and upload a shell. After gaining access, we [S1ege] escalated privileges and defaced the web root index of the server”. The GSH group claimed to be leaked sensitive information related to the US and Israeli governments and also had targeted Islamic State (IS) terrorist organisation.
