The 5th meeting of the Indian Ocean Naval Symposium (IONS) Working Group on Humanitarian Assistance and Disaster Relief (HADR) was held on17 December 2020. The meeting is being coordinated by Indian Navy being the Chair of the IONS Working Group on HADR. The meeting was likely to be attended by Australia, Bangladesh, France, Indonesia, Iran, Kenya, Maldives, Oman and Thailand besides India. The IONS is a voluntary and inclusive initiative that brings together navies of Indian Ocean Region littoral states to increase maritime co-operation and enhance regional security. A co-operative forum for discussion on regional maritime issues, it also serves to develop an effective response mechanism against natural disasters. Instituted in 2008, the IONS initiative has grown significantly and presently enjoys wide acceptance across the Indian Ocean Region.
The first meeting of the DAC under the new regime of Defence Acquisition Procedure 2020 and these are the first set of Acceptance of Necessity (AoNs) accorded with majority AoNs being accorded in the highest categorization of Buy Indian (IDDM). 6 of the 7 proposals, that is, Rs 27,000 Cr out of Rs 28,000 cr for which AoNs were granted will be sourced from the Indian industry to give a boost to the “Make in India” and “Atmanirbhar Bharat” initiatives of the Government. Acquisition proposals approved today include the DRDO designed and developed Airborne Early Warning & Control (AEW&C) Systems for the Indian Air Force, Next Generation Offshore Patrol Vessels for the Indian Navy and Modular Bridges for the Indian Army.
The Theme of webinar was ‘Joint Indo Maldives High Level Defence Engagement’. The 35th edition of India-Indonesia Coordinated Patrol (IND-INDO CORPAT) between the Indian Navy and the Indonesian Navy was conducted from 17 to 18 December 2020. Indian Naval Ship (INS) Kulish, an indigenously built missile corvette along with P8I Maritime Patrol Aircraft (MPA) and Indonesian Naval Ship KRI Cut NyakDien, a Kapitan Pattimura (Parchim I) class corvette and a MPA of the Indonesian Navy participated.

The Working Mechanism for Consultation & Coordination on India-China Border Affairs (WMCC) was held on 18 December 2020. The Indian delegation was led by Joint Secretary (East Asia) from the Ministry of External Affairs. The Director General of the Department of Boundary & Oceanic Affairs of the Chinese Ministry of Foreign Affairs led the Chinese delegation. The two sides reviewed the developments along the Line of Actual Control (LAC) in the India-China border areas since the last round of the WMCC held on 30 September 2020. The two sides agreed that based on the guidance provided by senior leaders and the agreements reached between the two Foreign Ministers and Special Representatives, they would continue to work towards ensuring complete disengagement in all friction points along the LAC in the Western Sector at the earliest. The two sides noted that the 7th and 8th rounds of Senior Commanders meetings held on 12th October and 6 November 2020 respectively had in-depth discussions in this regard and that these discussions had also contributed to ensuring stability on the ground.
During his visit, two anti-drone technologies were demonstrated by DRDO labs to Raksha Mantri. DRDO Young Scientists’ Laboratory - Asymmetric Technologies (DYSL-AT) and RCI demonstrated drone and innovative anti-drone technologies. It has multiple capabilities including neutralizing ground targets and anti-drone applications to counter stationery as well as high-speed moving targets. Key features of the weapon system include secure communication link, effective recoil management system, high firing angular resolution and vision-based target detection and tracking.
On this occasion, Raksha Mantri inaugurated the advanced Hypersonic Wind Tunnel (HWT) test facility. The state-of-the-art HWT Test facility is pressure vacuum driven enclosed free jet facility having nozzle exit diameter of 1 meter and will simulate Mach No 5 to 12 (Mach represents the multiplication factor to the speed of sound). After USA and Russia, India is the third country to have such a large facility in terms of size and operating capability. It is an indigenous development and an outcome of synergistic partnership with Indian industries. The facility has the capability to simulate hypersonic flow over a wide spectrum and will play a major role in the realization of highly complex futuristic aerospace and defence systems.
Army version of MRSAM is a surface to Air Missile developed jointly by DRDO, India and IAI, Israel for use of the Indian Army. MRSAM Army weapon system comprises of Command post, Multi-Function Radar and Mobile Launcher system. The complete Fire Unit has been used during the launch in the deliverable configuration. With the maiden launch of Medium Range Surface to Air Missile (MRSAM), Army Version from Integrated Test Range, Chandipur. The missile completely destroyed a high speed unmanned aerial target which was mimicking an aircraft with a direct hit.
Indian Naval Ship Kiltan arrived at Nha Rong Port, Ho Chi Minh City on 24 December 2020 as part of Mission Sagar-III. This Mission is part of India’s Humanitarian Assistance and Disaster Relief (HADR) assistance to Friendly Foreign Countries during the ongoing pandemic.
The ship will deliver 15 Tons of HADR Stores for the flood-affected people of Central Vietnam, which will be handed over to Vietnam’s Central Steering Committee for National Disaster Prevention and Control. DRDO Young Scientist Laboratory for Quantum Technologies (DYSL-QT) has developed a Quantum Random Number Generator (QRNG) which detects random quantum events and converts those into a stream of binary digits. The Laboratory has developed a fiber-optic branch path based QRNG. Branch path based QRNG is based on the principle that if a single photon is incident on a balanced beam splitter, it will take either of the beam-splitter output paths randomly. As the path chosen by photon is random, the randomness is translated to sequence of bits. QRNG system developed by the laboratory has passed the global randomness testing standards viz. NIST and Die-harder Statistical Test Suites at the speed of ~150 kbps after post-processing. The generated random numbers are also evaluated and verified using DRDO’s indigenously developed Randomness Testing Statistical Test Suite of SAG. With this development India enters the club of countries who have the technology to achieve the generation of random numbers based on the Quantum Phenomenon.

Akash is country’s important missile with over 96 percent indigenisation. It is a Surface to Air Missile with a range of 25 Kms. The missile was inducted in 2014 in IAF and in 2015 in Indian Army. The Cabinet approval will facilitate Indian manufactures to participate in RFI/RFP issued by various countries.
The export version of Akash will be different from System currently deployed with Indian Armed Forces. Besides Akash, there is interest coming in other major platforms like Coastal Surveillance System, Radars and Air platforms. To provide faster approvals for export of such platforms, a Committee comprising of Raksha Mantri, External Affairs Minister and National Security Advisor has been created. This Committee would authorise subsequent exports of major indigenous platforms to various countries. The Committee would also explore various available options including the Government-to-Government route.
The Chief of the Air Staff formally launched the IAF e-Governance (e-Office) portal at Air HQ, Vayu Bhavan on 31 Dec 20. The implementation undertaken as part of Digital India and e-governance initiative will transform the entire Indian Air Force to a ‘paperless office’ workflow.
Bharat Electronics Limited (BEL) has signed a contract with Indian Navy for initially supply 20 Light Amplification by Stimulated Emission of Radiation Dazlers (Laser Dazzlers). The Laser Dazzler is used as a non-lethal method for warning and stopping suspicious vehicles/boats/aircrafts/UAVs/pirates etc. from approaching secured areas during both day and night. It is a portable, shoulder operated and ruggedized for military use in adverse environmental conditions. Laser dazzler technology was developed by Defence Research and Development Organisation (DRDO).
Ministry of Defence (MoD) has signed a contract with Bharat Electronics Limited (BEL) for procurement of 10 Lynx U2 Fire Control systems for frontline warships of Indian Navy at a cost of Rs 1,355 crore under Buy (Indian) category in New Delhi today. The Lynx system has been designed and developed indigenously. The LYNX U2 GFCS is a Naval Gun Fire Control System designed to acquire, track and engage targets amidst sea clutter. It is capable of accurately tracking air/surface targets, generating required target data for predicting weapon aiming points and engaging target. The target engagement is carried out with the medium/short range gun mounts like Russian AK176, A190 and AK630 and the SRGM available onboard ships.

In its report—The Hidden Costs of Cybercrime, the cyber security firm—McAfee has noted that cyber-crime incidents could cost the world around USD 1 trillion in 2020, up from USD 600 billion in 2018. According to the estimates, in 2020, the annual cost of the cyber-crime would be more than one per cent of the global Gross Domestic Product (GDP).
