Dr. Raghvendra Kumar is an independent researcher specialising in Indian Ocean geopolitics, maritime security, and non-traditional security challenges. Author of Oceanic Strategy: India and Other Powers in the Indian Ocean Region, published by Routledge, he holds a PhD from the University of Delhi on China’s engagement with African island states: Implications for India. Previously he worked as an Associate Fellow at the National Maritime Foundation, Dr. Kumar has published extensively and presented at international forums, focusing on Indian Ocean Geopolitics, India-China dynamics, African affairs, and strategic maritime security issues.
