The American company Westinghouse Air Brake Technologies Corporation (Wabtec) has acquired full ownership of the locomotive assembly plant in Kazakhstan, the Railway Supply reported on Feb. 18. The flow of oil from Kazakhstan and Turkmenistan to European markets through Azerbaijan’s territory has seen an uptick, accounting for 17.3 percent of the total volume of oil transportation in January via the Baku-Tbilisi-Ceyhan (BTC) pipeline. According to data released by the State Statistical Committee, the BTC pipeline transported over 430,000 tonnes of oil originating from Turkmenistan and Kazakhstan combined during January. The BTC pipeline transported more than 2.4 million tons of crude in January, making up 76 percent of the total volume of oil transportation. Tajikistan and Uzbekistan have inaugurated a pair of upgraded flow-monitoring stations on transboundary canals in a measure designed to lay the ground for improved collective water resource management in the region. Tajikistan’s Energy and Water Resources Ministry said in a statement on February 23 that the monitoring posts will provide automated and real-time digital data on the volumes of water passing through them. In a landmark move, Kazakhstan is preparing to deploy its first independent peacekeeping contingent to the Golan Heights under the United Nations (UN). The departure of the contingent will take place in three stages, with the final slated for March 14, said Colonel Bauyrzhan Nigmetullin, the head of Kazakhstan Peace Operations Center (KAZCENT) of the Kazakh Ministry of Defense, in an interview with The Astana Times. Afghanistan has begun construction of the second phase of the Qosh Tepa Canal, which will divert water from the Amu Darya River and may have an adverse effect on agriculture in downstream Uzbekistan. The Taliban announced that construction work on the second phase, which stretches from Dawlat Abad District of Balkh Province to Andkhoi District of Faryab Province, began on February 20th, Afghan broadcaster TOLOnews reported, adding that the 198-km first phase of the canal is now complete and construction of the 177-km second phase will take 12 months. Speaking at a Defence Ministry meeting on February 27th, the Russian Minister of Defence Sergei Shoigu spoke of threats coming from Afghanistan extremists and Western NGO’s. The Russian minister prioritized “ensuring military security in the Central Asian strategic area,” and warned that the situation in the region remains complex, with the greatest threat coming from the territory of Afghanistan. In Afghanistan, Shoigu claimed that over the past year alone, the number of ISIS militants in Afghanistan had increased by 15%. President of the Republic of Azerbaijan Ilham Aliyev has held a meeting with Chancellor of the Federal Republic of Germany Olaf Scholz in Munich at the initiative of the latter. During the meeting, they exchanged views on bilateral relations. The German side expressed readiness to support the peace agenda between Armenia and Azerbaijan and organize relevant meetings in Germany in this regard on a goodwill basis. President of Ukraine Volodymyr Zelensky and President of Azerbaijan Ilham Aliyev met on the sidelines of the Munich Security Conference. According to an Ukrinform correspondent, the two leaders spoke in English. At the beginning of the meeting, President Zelensky wished peace to the people of Azerbaijan and emphasized the good ties between the countries. Ilham Aliyev noted that his team is in constant contact with the Ukrainian side to discuss bilateral relations, and Azerbaijan values its partnership with Ukraine. The defence cooperation between Georgia and the United States was discussed on Monday in a meeting between the Georgian Defence Minister Irakli Chikovani and Daniel Lasika, the Director of Planning, Policy, Strategy and Capabilities of the US European Command.
