This becomes particularly evident when it comes to the 19 high civilian awards [3] received by the Prime Minister Modi from countries around the world. The honours conferred upon Modi, ranging from the esteemed Order of Zayed in the United Arab Emirates to the King Abdulaziz Sash in Saudi Arabia and the Legion of Merit in the United States, signify not only his individual impact but also the increasing prominence of India in international relations. Recently, Guyana [4] and Barbados [5] have awarded him their highest distinctions—an accomplishment that encourages a contemplation of Modi’s successes and the progression of India’s foreign policy. These awards go beyond rhetoric and mere ceremony because they symbolised the deepening of bilateral relations, mutual respect, and recognition of India's important contribution to international diplomacy. Strategic marshalling of soft power, cultural diplomacy, and the synchronisation of India's agenda with global priorities brought India to the center stage in the world.
As India embarks on this journey in a multipolar world, the honours bestowed upon Modi represent the triumph of a foreign policy approach that weaves together cultural outreach, strategic partnerships, and a clear vision for leadership by India for the world. These accolades mark milestones in a transformative journey, shaping not only India's foreign policy but also its image as a nation poised for global leadership. The following are the factors that can be considered for the global recognition.
The major factor behind Prime Minister Narendra Modi’s recognition is his ability to deliver on promises made at the international stage. He has redefined India’s West Asia strategy [6] with innovative engagement. Earlier, India’s focus in the region was on energy needs and the labor force and domestic compulsions because of labour force working there and religious factors. Modi aligned India’s interests [7] with the priorities of these countries by facilitating investments from countries like Saudi Arabia, the UAE, and Bahrain effectively into sectors like trade, infrastructure, and technology. These partnerships transcended the traditional oil-based economies, as Modi anticipated the region’s trends of diversifying into technology, renewable energy, and logistics. His pragmatic measures helped India make a meaningful impact on West Asia's emerging economic and geopolitical landscape.
Modi’s strategy wasn’t confined just to economic ties; it also addressed global geopolitical dynamics. By balancing India’s relationships [8] with conflicting actors, such as Palestine and Israel, he demonstrated a unique ability to manage diplomatic sensitivities. Modi visited Palestine and received its highest civilian honour [9], while simultaneously fostering and strengthening a historic closeness with Israel. This ability to maintain equidistant yet strategic partnerships has been a hallmark of India’s foreign policy, earning PM Modi respect and recognition from diverse global actors.
In addition to these bilateral engagements, Modi is admired throughout the world for the positive leadership he has given to international discourse. He has placed India firmly as a just partner in discussions regarding climate change, disaster resilience, and sustainable development - the very fields wherein developing world has traditionally been marginalised. Initiatives like International Solar Alliance (ISA) [10] and the Coalition for Disaster Resilient Infrastructure (CDRI) [11] demonstrate India’s leadership abilities at the global level. Such initiatives have opened avenues for coastal and developing nations to build their influence and collaborate on important global issues at hand.
Modi epitomises a pragmatic approach while dealing with superpowers. Engaging with both the United States and Russia especially during the delicate geopolitical phase showcases a remarkable balancing act. While Russia remains India's primary strategic partner [12] for security and energy, Modi has taken India’s partnership with the U.S. to unprecedented levels [13] in technology, defence, and trade. This dual engagement characterises India’s non-aligned yet globally well- connected foreign policy, earning Modi international recognition from both Russia [14] and US [15] through their highest civilian awards.
A significant aspect of Modi’s recognition lies in his emphasis on soft power diplomacy. His government has reinvigorated India’s cultural diplomacy, leveraging historical and civilisational ties to build modern relationships. For instance, his visit to Greece revived Indo-Hellenistic connections, culminating in Greece conferring its highest civilian honour [16] upon him. Similarly, his involvement with Papua New Guinea [17], Palau [18], and Fiji [19], the Pacific Island nations put the diaspora at the core of India's foreign policy strategy, stressing linkage at the expense of showing diaspora communities as bridges between India and their hosting countries in a way that strengthened cultural ties.
Personal chemistry with global leaders has also been a cornerstone of Modi’s leadership style. His ability to forge connections with leaders [20] across ideological and geographical divides has been instrumental in advancing India’s foreign policy interests. Informal meetings with China’s Premier Xi Jinping and camaraderie with Donald Trump and even Vladimir Putin, allowed Modi to transcend traditional diplomatic protocols. While his informal diplomacy with China [21] did not yield dividends in that respect, it reflects his preparedness to explore all the avenues possible so that India's interests are secured.
Modi has also used his charisma and personal branding to enhance his international appeal. This charismatic temperament has made him a prominent figure at the global stage. This image has been carefully cultivated through various high-profile summits, G-20 host and official state visits. These events, though appear symbolic, it serves to reinforce India’s ascendant status globally and Modi’s reputation as a transformational leader. Under his leadership, India’s foreign policy has transformed from ideological constraints and hesitations to economic pragmatism and strategic partnerships.
As India advances in the international geopolitics, the leadership of Modi provides significant perspectives on the efficacy of personal diplomacy, the utilisation of soft power, and the application of strategic pragmatism. These civilian awards represent pivotal moments in a trajectory that highlights not only Modi’s accomplishments but also the prospects of a nation ready to embrace a leadership position in the 21st century.
