Sri Lanka has reached an agreement, covering about $4.2 billion of outstanding debt, on the key principles and indicative terms of debt treatment with the Export-Import Bank of China (China Exim Bank). Sri Lanka, mired in its worst financial crisis in decades, has been trying reach restructuring deals with creditors since last autumn, having being forced to default on its foreign debt in May 2022 after its foreign exchange dwindled to record lows. The EXIM deal will help Sri Lanka in getting past the first review of an International Monetary Fund (MF) program, and securing a second IMF tranche of about $334 million, its finance ministry said in a statement. The Global Sovereign Debt Roundtable (GSDR) notes that the work continues toward reaching an agreement in principle with official creditors on specific restructuring terms, for Sri Lanka. The objective of the GSDR is to build greater common understanding among key stakeholders involved in debt restructurings, and work together on the current shortcomings in debt restructuring processes, both within and outside the Common Framework, and ways to address them.
