Internal Security Monitor (1-16 May, 2025) Vol 1, No 14
Dr P V Ramana

Prime Minister Narendra Modi addressed the nation and reiterated India’s commitment to zero-tolerance towards terrorism. He said we gave a “muthod jawab” (mouth-breaking reply) to Pakistan and said a “new normal” has been said, implying Pakistan would face similar consequences if it repeated similar acts of terror.

In a retaliatory strike, Indian armed forces had hit nine targets in Pakistan and Pakistan Occupied Jammu and Kashmir. The United Nations Security Council Resolution condemning the terrorist attack in Pahalgam, Jammu and Kashmir did not mention Pakistan because Pakistan and China watered down the language of the resolution.

National Investigation Agency has confirmed the role Pakistan Inter Services Agency in the Pahalgam terror attack of April 22, 2025. Indian Air Force launched ‘Operation Sindoor’ and targeted seven locations in Pakistan.

Twenty-four members of the Communist Party of India (Maoist) surrendered to the authorities in Bijapur district, Chhattisgarh. Union Minister Mr Bandi Sanjay ruled out talks with the Maoists. Madhya Pradesh is set to raise a special force to fight the Maoists.

The government has directed activation of civil defence forces and various associated protocols in the wake of an impending war. These have been activated for the first time since the 1971 India-Pakistan War.

Prime Minister addresses nation after ‘Operation Sindoor’

Prime Minister Narendra Modi addressed the nation via videoconference, on May 12, 2025. In his address, he remarked that the nation has witnessed both India’s strength and restraint in recent days. He extended his salute to the country’s formidable armed forces, intelligence agencies, and scientists on behalf of every Indian citizen. [1]

Condemning strongly the barbaric terrorist attack in Pahalgam on April 22, 2025 that shocked both the nation and the world, he described the act as a gruesome display of terror, where innocent civilians enjoying their holidays were brutally killed after being questioned about their faith—right in front of their families and children. He asserted that the government had given the armed forces full freedom to eliminate the terrorists. He warned all terrorist organizations, declaring that they now fully understand the consequences of attempting to harm the dignity of the nation’s women.

Operation Sindoor: Nine targets hit

The Indian Armed Forces, on May 7, 2025, launched ‘Operation Sindoor’, hitting terrorist infrastructure in Pakistan and Pakistan-occupied Jammu and Kashmir (POJK), a government release read. The strikes had hit nine targets, four in Pakistan and five in POJK. No military establishments were targeted and there have been no reports of collateral damage so far, she said. However, Pakistan has claimed several civilian causalities including women and children.

UN Resolution does not mention The Resistance Front

The United Nations Security Council’s (UNSC) statement on Friday (April 25, 2025) condemning “in the strongest terms” the terrorist attack in Pahalgam, was necessary, but inadequate. [3] According to the statement ... members of the Security Council, that included Pakistan as an elected, non-permanent member this year, “reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security”. The statement also spoke of the need to bring the perpetrators and their sponsors to justice. However, the UNSC did not name The Resistance Front (TRF).

NIA confirms ISI role in Pahalgam attack

The anti-terror body National Investigation Agency's (NIA) preliminary report on the April 22, 2025 terror attack in Pahalgam's Baisaran Valley points to an operational nexus between Pakistan’s Intelligence Agency, the Inter-Services Intelligence (ISI), and the terrorist group Lashkar-e-Taiba (LeT), sources have said. [4]

According to NIA sources, the conspiracy behind the terror attack that killed 26 people was developed within LeT, allegedly under directives issued by senior ISI operatives. The plan is believed to have been formalised at Lashkar's headquarters in Pakistan.

India’s stand on terror proved: Lt Gen Kalita

The “limited war” with Pakistan proved several major issues. First and foremost is that it proved India’s strong stand against terrorism. [8] If any Indian citizens are attacked, India will not sit quiet, said Lt Gen Rana Pratap Kalita (Retd), who was the GOC-in-C of the Eastern Command of the Indian Army. He said that India's zero tolerance against terrorism was displayed strongly and India would not be constrained by international boundaries to strike back whenever someone attacks Indian citizens.
